Every year between August 1 and September 30, certain nonexempt federal contractors and subcontractors are required to file a report of their affirmative action efforts to employ protected veterans.
More specifically, any nonexempt federal contractors and subcontractors with a contract or subcontract with any U.S department or agency in the amount of $150,000 or more — and is for the procurement of personal property or non-personal services — must file the VETS-4212 report, which details the:
- The number of employees in its workforce who belong to the categories of veterans protected under the Vietnam Era Veterans’ Readjustment Act; and
- The number of those employees who were hired during the period covered by the report.
To submit the report, the 2024 version of which is available for free on HRCalifornia and on the U.S. Department of Labor (DOL) website, companies can:
- File via the VETS-4212 Reporting Application;
- Email reports to VETS4212-customersupport@dolncc.dol.gov; or
- Send the report via postal mail to:

Plus, companies with more than 10 hiring locations have the option to expedite processing by submitting their VETS-4212 report using batch upload.
While employers technically can email or mail their forms, the DOL Veteran’s Employment and Training Service (VETS) recommends filing electronically.
VETS has frequently asked questions on its website, including a section on how to use the electronic reporting system and how to fill out and complete the report.
Upon successful VETS-4212 submission, employers will receive an email confirmation of receipt, which should be used as verification of submission by federal contracting officers when obligating funds to an awarded contract.
