Certain nonexempt federal contractors and subcontractors can now file their Veterans’ Employment and Training Service (VETS) report of their affirmative action efforts to employ protected veterans. The VETS-4212 filing period began on August 1, 2025, and ends on September 30, 2025.
It’s important to note — while the Office of Federal Contract Compliance Programs (OFCCP) recently proposed regulatory changes that will wind down federal contractor affirmative action programs under now-rescinded Executive Order 11246, contractors are still required to file their VETS-4212 reports due to Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA) laws.
Specifically, any nonexempt federal contractors and subcontractors with a contract or subcontract with any U.S department or agency in the amount of $150,000 or more — and is for the procurement of personal property or non-personal services — must file the VETS-4212 report, which details the:
- The number of employees in its workforce who belong to the categories of veterans protected under the VEVRAA; and
- The number of those employees who were hired during the period covered by the report.
VETS-4212 reporting is required annually. The form’s 2025 version is available for free on HRCalifornia and on the U.S. Department of Labor (DOL) website. To file, companies can:
- Submit via the VETS-4212 Reporting Application;
- Email reports to VETS4212-customersupport@dolncc.dol.gov; or
- Send the report via postal mail to:

While employers technically can email or mail their forms, VETS recommends filing electronically.
Plus, companies with more than 10 hiring locations are encouraged to expedite processing by submitting their VETS-4212 report using batch upload.
VETS has frequently asked questions on its website, including a section on how to use the electronic reporting system as well as how to fill out and complete the report. Due to extreme call volume during the filing cycle, VETS reminds contractors to use the FAQs to answer any questions they may experience regarding filing the VETS-4212 Reports.
Upon successful VETS-4212 submission, employers will receive an email confirmation of receipt, which should be used as verification of submission by federal contracting officers when obligating funds to an awarded contract.
